In Sacramento, Anaheim, or Riverside the city runs the electric system, and a service upgrade is a conversation with city staff. Here it isn’t.     The pre-1930 housing that defines West Oakland, Temescal, the Dimond, and much of Rockridge was wired with knob-and-tube: ungrounded conductors run through porcelain, insulated in cloth and rubber now roughly a century past its design life.

    It is not a fire on a timer. That framing sells rewires and it isn’t honest. What is true is that it fails in three specific ways, and Oakland houses hit all three:

    • It was designed to shed heat into open air, and then somebody insulated the attic and buried it.
    • It has no ground. Every three-prong outlet retrofitted onto it is lying to you.
    • It was sized for a few lamps, in a decade before the microwave, the dryer, and the home office.

    Insurers are increasingly refusing to write policies on houses with active knob-and-tube. That, more than any safety lecture, is why a rewire quote is the first call most new Oakland owners make.

    Zinsco and Federal Pacific: replace, don’t repair

    Postwar East Oakland and the 1950s to 70s stock across the flats are full of Zinsco and Federal Pacific Stab-Lok panels. Both have a documented failure mode: the breaker doesn’t trip. The handle moves, the circuit stays hot, the wiring cooks. There is no repair path, because nobody manufactures safe replacement breakers and the bus bars themselves degrade. Up there the work is hardened exterior wiring, backup power for PSPS events, battery storage paired with solar, and generator interlocks done properly rather than with the extension-cord improvisation that kills someone every winter.

    Down in the flats it’s a load story instead. Dense older housing, ADU conversions, garage-to-studio projects, and every one of them needing a subpanel and a load calculation that actually pencils.

    Permits go through the City of Oakland Planning & Building Department. Panel and service upgrades, new circuits, ADU electrical, and dedicated EV circuits all require a permit and inspection, under Title 24 and the current CEC amendments. Anyone telling you a panel swap here doesn’t need a permit is telling you they don’t plan to pull one. That work resurfaces at resale, and it is expensive when it does.

    Where to start, depending on what’s wrong

    My Oakland house has knob-and-tube. Do I have to rewire?

    Not legally, if it’s existing and undisturbed. Practically, usually yes.

And blown-in attic insulation, which nearly every energy retrofit adds, is not allowed to bury it. Plenty of owners rewire in stages: kitchen, baths, and the panel first, bedrooms later. That spreads the cost without leaving the worst of it in the walls.

    Can my panel handle an EV charger?

    Depends on the service size and what’s already on it, and the honest answer needs a load calculation rather than a guess. A 200-amp service without electric heat usually has room. A 100-amp service, still common across Oakland’s older housing, often doesn’t once you account for a range or a future heat pump.

    Here’s the part nobody volunteers: you may not need the service upgrade at all. A load-management device or a smart splitter sharing the dryer or range circuit can get a Level 2 charger in without ever entering PG&E’s queue. Ask for that priced alongside the upgrade before you commit to the bigger job.

    An inspector flagged my Zinsco panel. Is it really that bad?

    Yes. Take it seriously. The breaker can fail to trip on a fault, which is the one job a breaker has, and there’s no repair because no safe replacement breakers are made and the bus bars degrade anyway. Both Zinsco and FPE are common in Oakland’s postwar stock, so the inspector isn’t being dramatic. It’s a one-day replacement.

    I’m in the hills. What should I do about outages?

    The hills sit in a high fire-threat district, so PG&E may de-energize lines in extreme wind on top of ordinary storm outages. Two legitimate answers: a permanently installed standby generator with an automatic transfer switch, or a battery system (usually paired with solar) that carries essential circuits for a day or more and runs silently, which counts for a lot on a dense hillside street.

    What you must not do is back-feed a portable generator through a dryer outlet with a homemade cord. It energizes the line outside your house and it is how utility crews get killed. An interlock kit is a few hundred dollars of the job. It is not the corner to cut.
