Check two things before you call anybody
Look at your thermostat and confirm it is calling for cool. Then go look at the outdoor unit. What you see there tells you most of what a technician is going to charge you to find out.
If the fan on top is spinning and air is blowing but the house never gets cold, you are probably losing the cold somewhere between the coil and the room, and that is a duct problem, not a machine problem. If the unit sits there humming with the fan motionless, stop reading and note that down, because you have just described the single most common air conditioning failure in this city and it is a cheap one. And if the outdoor unit is dead silent with no hum at all, check the breaker and the disconnect box on the wall beside it.
That hum with a still fan is usually a failed run capacitor. The part is about thirty dollars. You will pay between $250 and $450 for the visit, the diagnosis and the part, which is a fair price for someone who owns a meter and knows how to discharge a capacitor without putting himself on the floor. It is not a reason to replace your system, and if it is presented to you as one, that is worth knowing about the company you called.
Refrigerant is not fuel. You do not use it up.
This is the thing we would most like Long Beach homeowners to internalize, because the misunderstanding costs people thousands of dollars a year across this city.
An air conditioner is a sealed loop. The refrigerant inside it circulates and changes state and does its job, and in a healthy system it never leaves. So when a technician tells you the system is “low on Freon” and offers to top it off, he has told you two things whether he meant to or not: that there is a hole in your system, and that he has not yet found it. A recharge does not fix a leak. It fills a leaking system with expensive gas that will leak out again, on a schedule set by the size of the hole.
Ask for a leak search. Ask where the leak is. Get an answer with a location in it.
There is one honest use for a top-off. If your unit is nineteen years old, the leak is in the evaporator coil, and you are trying to get through August before you spend real money in the fall, then paying for one charge is a reasonable stalling tactic and a good contractor will frame it that way. Paying for a third charge on the same system is not a stalling tactic. It is a subscription to a hole.
The salt-air problem, and who actually has it
If your condenser sits in a side yard in Naples, on the Peninsula, in Belmont Shore or in Alamitos Beach, salt is eating it. You can see it happening. The aluminum fins go chalky and white and powdery, and if you run a fingernail down them they crumble. What follows is a slow refrigerant leak at the U-bends where the copper tubing turns, and that is exactly the leak in the section above.
Coastal-rated condensers with coated coils exist and are worth the money within a mile or so of the water. Four miles inland in Lakewood Village they are worth almost nothing, and a bidder who tries to sell you the coastal package out there is padding the invoice. Geography is doing the work here, not the brand.
What repairs actually cost here
Permitted work is not required for a repair, so these are straight parts-and-labor numbers for a typical Long Beach single-family house.

The free diagnostic that is not free
A lot of companies advertise a free service call, or a diagnostic fee that gets waived if you approve the work that day. Understand the structure of that offer. The fee is not a fee, it is a lever, and it is applied at the exact moment you are hot, tired and want the problem to go away. It works, which is why it exists.
Our advice is boring and it saves people a lot of money. On anything under about a thousand dollars, approve it and get on with your life. On anything above that, pay the diagnostic fee, thank the technician, and take the written findings somewhere else for a second number. The fee is $120. The gap between two quotes on a system changeout is routinely $4,000.
Repair or replace
The honest version, without the sales math.
Under ten years old, repair it. Almost anything that breaks on a young system is worth fixing, and a company that responds to a bad capacitor on a seven-year-old condenser by producing a replacement quote is selling, not diagnosing. Over fifteen years old with a compressor or coil failure, replace it, and do not let anyone talk you into a $3,000 repair on a machine with three years left. The messy middle is ten to fifteen years, and there the deciding factor is usually the refrigerant.
Older systems run on R-22, which has not been produced since 2020 and now costs a small fortune to source. Systems from roughly 2010 onward run R-410A, which is itself being phased down under the federal AIM Act, and new equipment sold from 2025 uses R-454B or R-32 instead. None of this means your R-410A system is about to become unserviceable. It does mean that a large refrigerant-side repair on a fourteen-year-old R-410A unit is money spent on a machine whose replacement parts are getting more expensive every year. The AC runs constantly and the house still will not cool. Is the unit failing?
Maybe not. In the post-war slab tracts around El Dorado Park, Los Altos and Bixby Highlands, the ducts run through an attic that hits 130 degrees on an August afternoon. Flex duct from 1968 sags, crushes, pulls loose at the boots and is wrapped in insulation that stopped being adequate decades ago. You can cool that attic beautifully and cool the bedrooms not at all. Send someone up there with a flashlight before you buy a condenser.
Do I need a permit for an AC repair?
No. Repairs, capacitors, contactors, motors and thermostats need no permit. Replacing the equipment does, through Long Beach Development Services, and that permit brings a Title 24 duct leakage test with it.
There is ice on the copper line. Should I turn it off?
Yes, and do it now. Turn the cooling off and leave the fan running to thaw the coil. A frozen coil means restricted airflow or low refrigerant, and running the compressor while liquid refrigerant floods back to it is how a $400 problem becomes a $3,000 one. Change the filter while you wait. In perhaps a third of these calls, the filter was the whole story.
