You came here to buy something, and we would rather you didn’t. Oakland tap water is soft. If EBMUD supplies your house, you do not need a water softener.
That is the whole answer. The rest of this page explains why, tells you what problem you probably actually have, and covers what installation costs in the small number of cases where a softener is the right call.
The number that settles it
EBMUD’s water is Sierra snowmelt, delivered from the Mokelumne River watershed through the Pardee reservoir and down the aqueducts to the East Bay. Snowmelt has not spent much time dissolving limestone. Hardness in the EBMUD system typically runs around 2 to 3 grains per gallon.
The water treatment industry calls anything under 3.5 grains soft. Hard water starts around 7. San Diego homeowners live with 17 to 19 grains, which is why softeners are a genuine product category down there and why a lot of national plumbing content is written as though everyone has that problem. Oakland does not have that problem. A softener is a machine for getting your water down to roughly where EBMUD already hands it to you.
Do not take our number for it. EBMUD publishes an annual water quality report by service area, it is free, and it lists your hardness. Look it up before anyone sells you anything.
What you are probably actually noticing
Something sent you here. It is usually one of four things, and none of them is hardness.
Spots on your glassware are almost never a softening problem at 3 grains. They are a dishwasher problem: no rinse aid, a clogged spray arm, or a machine that is not getting hot enough. Try rinse aid first. It costs four dollars.
A chemical or swimming-pool smell at the tap is chloramine. EBMUD disinfects with it, it is supposed to be there, and it is harmless to drink. It is also the single most common complaint we hear about Oakland water, and a softener does absolutely nothing about it. What removes chloramine is activated carbon. A whole-house carbon filter or a good under-sink unit will fix the taste and the smell in an afternoon. If a salesperson responds to “my water smells like a pool” by quoting you a softener, that tells you what kind of salesperson you are talking to.
Brown or rusty water, especially first thing in the morning and especially from the hot side, is your pipe. Galvanized steel supply lines went into Oakland houses from roughly 1900 through 1950, and they corrode from the inside out. That is a real problem with a real fix, and it is not this one. Dry skin and dull hair get blamed on water constantly. At 3 grains, it is the soap, the shampoo, or the Bay Area’s dry summer air. It is not the water.
The rare cases where a softener is right
They exist. They are just not most people.
If your house is on a private well rather than EBMUD, everything above goes out the window. Well hardness in the East Bay hills varies enormously depending on what the water is moving through, and it can be genuinely high. Get a lab test, get a real number, then decide. A test is worth more than any opinion, including ours.
Some commercial and light industrial equipment specifies softened feedwater regardless of what the municipal supply is doing. Boilers, certain espresso machines, some medical and lab equipment. If a manufacturer’s warranty says softened water, follow the manufacturer, not us.
And there is the scale question. Scale does form at 3 grains. It just forms slowly, over decades rather than years, which is why the tankless water heater in a Temescal bungalow needs descaling every few years and not every few months. If you have a tankless unit and you are diligent about the periodic flush, a softener buys you very little. If you are the kind of person who is never going to do the flush, a softener is one way to buy yourself out of that maintenance, and it is an expensive way.
Salt, sewers, and the thing nobody mentions
A conventional ion-exchange softener works by trading calcium and magnesium for sodium, and every few days it regenerates, flushing a slug of salt brine down your drain. That brine goes into the sanitary sewer, through EBMUD’s wastewater plant at the foot of the Bay Bridge, and out into the estuary.
Salinity in treated wastewater is a real and growing problem in California, and it is the reason several water agencies in the state have restricted or outright banned self-regenerating softeners in their service areas. Before you install one, call EBMUD and ask what their current position is. This is a question worth asking anyway, because the answer sometimes changes the economics: if you need a demand-initiated regeneration model or an off-site exchange service, the running cost goes up.
Salt-free conditioners get marketed hard as the way around all this. Be careful. They do not remove hardness at all, they alter how the minerals crystallize so they are less likely to stick, and the independent evidence for how well that works is thinner than the advertising suggests. In water that is already soft, you are paying for a device to solve a problem you do not have, by a mechanism that is difficult to verify.
Cost, if you go ahead anyway
Oakland, 2026. An ion-exchange softener with a soft-water loop, installed and permitted, runs about $1,500 to $3,000. A salt-free conditioner is $800 to $2,000. A whole-house carbon filter, which is what most people asking about softeners actually want, is $800 to $2,000 and does not need salt, a drain, or a brine tank. An under-sink reverse osmosis unit for drinking water is $300 to $800. Running cost on a real softener is salt, forty to eighty dollars a year, plus the water it uses regenerating.
Installation means altering your water supply, so it needs a plumbing permit through Oakland’s Planning and Building Department, and the brine discharge needs a proper air gap so the sewer cannot back up into your drinking water. Anyone who tells you a softener does not need a permit is telling you something about themselves.
Questions we get
A company knocked on my door and tested my water. They said it was terrible.
Of course they did. The classic door-to-door demonstration uses a precipitation reagent that clouds up in almost any tap water, hard or soft, and it is theater. Ask them for the hardness in grains per gallon, written down. Then compare it to EBMUD’s published figure. If the two numbers are far apart, one of them is not measuring hardness.
I moved here from Arizona and my old house had a softener. Should I put one in?
No.
My house already has a softener. Should I rip it out?
Not necessarily, but you can probably stop feeding it. Plenty of Oakland houses have a softener installed by a previous owner who was sold one, and it is quietly consuming salt to remove hardness that was not there. Two options: bypass it, which is a valve turn and costs nothing, or have it removed and the loop capped, which is an hour of a plumber’s time. Try the bypass for a month first. If nothing about your water changes, you have your answer, and you have learned it for free.
What about lead?
Different problem, more serious, and worth taking seriously in a city with this much pre-1950 housing stock. Lead does not come from the reservoir. It comes from lead solder at the joints of copper pipe, from brass fixtures, and occasionally from a service line. A softener does not address it. A certified lead-removal filter at the tap does, and EBMUD will test your water for lead on request. If you have small children in an old Oakland house, do that.
