Physics likes San Diego. A heat pump is a machine that moves heat instead of making it, and it works best when the gap between indoor and outdoor temperature is small. Your winter overnight lows sit around 45 to 50 degrees. That is close to the ideal operating window for the technology, and it means the backup electric strip heat that makes heat pumps expensive in Denver or Chicago will essentially never run at your address. So the equipment is a good fit. Whether the deal is a good fit depends on your electric bill, which is a different question, and we will get to it.

The climate says yes and the tariff says maybe
Here is the tension nobody selling equipment will lay out for you plainly. A heat pump replaces cheap natural gas therms with expensive kilowatt-hours, and SDG&E has some of the highest residential electricity rates in the United States. A machine three or four times more efficient than resistance heat can still cost more to run than an 80 percent furnace if the price per unit of energy is far enough apart. That is arithmetic, not opinion.
What flips it back the other way is solar, or a time-of-use rate plan you actually understand and shift load around, or the fact that you were buying a new air conditioner anyway. That last one is the strongest case and the most overlooked. If your condenser is dying and your furnace is twenty-two years old, a heat pump is one piece of equipment doing both jobs, and the marginal cost over a straight AC changeout is small. Buying a heat pump to replace a working eight-year-old furnace, purely to switch fuels, rarely pencils on SDG&E rates alone. Somebody should say that out loud.
Ask any bidder for estimated annual operating cost, not just installed cost. If they cannot produce one, they have not thought about your bill.
Ducted, ductless, or the thing in between
If your house already has decent ductwork, a ducted heat pump is the straightforward path. The air handler goes where the furnace was, the outdoor unit goes where the condenser was, and you are largely doing a changeout with a smarter box.
Plenty of San Diego housing does not have decent ductwork, or any at all. The pre-1950 stock through Mission Hills, Golden Hill, Kensington and South Park was built around floor furnaces and gravity wall heaters, with shallow attics and no chases to run trunk lines through. The instinct is to retrofit ducts so the house has a normal system. Usually that is the wrong instinct. You will spend eight thousand dollars cutting into plaster and stealing closet space to build a duct system that will never be as tight as a system designed into a house, and you will lose a chunk of the efficiency you just paid for.
Ductless is the honest answer for those homes. Two or three heads, a line set through the wall, no duct losses at all because there are no ducts. It looks like a compromise and performs like an upgrade. The objection is aesthetic, and it is a real objection, but weigh it against what the alternative actually costs.
The middle option is a ducted mini split, sometimes called a concealed or slim-duct unit, which serves two or three rooms off a small air handler tucked into a closet or a soffit. Nobody offers it unless you ask. It solves the bedroom wing of an older house neatly.
What it costs and what moves the number

The spread inside each row is real and it comes from specific things. Line-set length and how many stucco penetrations it takes. Whether the outdoor unit lands on a side yard the crew can actually reach. Head count and head type. And electrical capacity, which is the one that ambushes people.
A lot of pre-1970 San Diego homes still run 100-amp services. Add a heat pump to a panel that is already carrying an EV charger, and you may be looking at a service upgrade, which means an electrician, a permit, and an SDG&E coordination timeline that runs on its own schedule rather than yours. Have every bidder confirm panel capacity in writing before you sign. Finding out during demolition is how a three-week project becomes a three-month one.
Four things people get wrong about heat pumps here
The first is sizing, and it is the same mistake made with air conditioners. A contractor eyeballs square footage, applies a rule of thumb built for a harsher climate, and rounds up. Oversized equipment short cycles, never reaches steady-state efficiency, and leaves the far bedrooms uncomfortable while the hallway freezes. Ask for a Manual J load calculation by name and ask to see the printout. Variable-speed heat pumps tolerate mild oversizing better than single-stage units do, which is genuinely useful, but it is not a license to skip the math.
Second, the climate zone. Title 24 splits this county down the middle. Point Loma, Ocean Beach, Pacific Beach and La Jolla are Climate Zone 7. El Cajon, Santee, Lakeside and Escondido are Zone 10, which the energy code treats as properly hot. Same county. Different design conditions, different code requirements, different correct answer. A load calc run against the wrong zone is how a Kensington house ends up with equipment sized for inland summers it will never see.
Third, the HERS test. California requires an independent third-party rater to verify duct leakage and refrigerant charge after the install. Not your installer. Somebody else, with their own instruments, filing their own report. Older San Diego duct systems fail that first test all the time, and the sealing work then has to happen before the permit will close. Homeowners find this maddening in the moment. It is the best consumer protection in the entire transaction, and it is the reason a permitted install sometimes takes two visits. Permits run through San Diego Development Services inside the city and through each jurisdiction’s own building department elsewhere in the county.
Fourth, corrosion, which only matters if you are near the water. Salt air eats aluminum fins and the fasteners holding the cabinet together. Within roughly a mile of the coast, specify an e-coated coil or a factory coastal package. It adds a few hundred dollars to a five-figure purchase and it is the difference between a unit that reaches fifteen years and one that develops a leak at eight. Contractors from inland North County sometimes forget to quote it. Bring it up yourself.
One more thing worth knowing, since it comes up constantly. New equipment now ships with R-454B or R-32 rather than R-410A, because of the AIM Act phasedown. These are mildly flammable A2L refrigerants with different handling and leak-detection requirements. It is not a reason to delay a purchase. It is a reason to confirm your contractor is trained on them, and to make sure any reused line set is properly flushed or replaced, because a contaminated line set will quietly kill a new compressor.
Rebates, and a warning about rebate math
Heat pumps attract more incentive money than any other residential HVAC purchase right now. Federal tax credits, state programs, and SDG&E offerings all exist, and a good contractor will file the paperwork on your behalf, which is worth a modest premium on the bid.
The warning is that these programs change on their own timetable, sometimes mid-year. Any specific dollar figure printed on a web page, including this one, should be treated as out of date. Confirm what is actually live the week you buy, from the program itself. And be careful of a bid that only makes sense after rebates you have not yet been approved for.
