    Check the license before anything else

    HVAC work in California is C-20, the warm-air heating, ventilating and air-conditioning classification. Anyone opening your equipment should hold it, and anyone touching refrigerant needs EPA Section 608 certification on top. Both are verifiable in about ninety seconds. The CSLB license lookup will tell you the classification, whether the license is active, whether the bond is in place, and whether there is a disciplinary history.

    Do that before the truck arrives, not after the invoice. San Diego has a large and mostly good HVAC trade, but the summer surge pulls in crews working under borrowed licenses, and the tell is usually a company that will not give you a license number over the phone. A legitimate contractor recites it from memory.

    The three faults that produce most of the calls here

    Electrical parts that fail from heat, not age

    Capacitors and contactors are the top of the list, and in San Diego they fail early because of where the equipment sits. An attic air handler in a Mira Mesa or Santee slab tract reaches 130 degrees in August. Electrolytic capacitors are rated for a temperature they are not experiencing up there, and they degrade years ahead of schedule. The part is cheap. The July emergency call to install it is not.

    Refrigerant leaks, mostly on the coast

    Marine air deposits chloride on condenser coils in Ocean Beach, Point Loma, Pacific Beach and the flats under La Jolla continuously, running or not. It attacks the joint where copper tube meets aluminum fin. Eight or nine years in, a system that should have gone fifteen starts losing charge. If a contractor adds refrigerant and does not tell you where the leak is, you bought a season of cooling, not a repair. A sealed system does not consume refrigerant.

    Airflow, which almost nobody diagnoses

    This is the one that masquerades as everything else. Undersized returns, crushed flex duct, a filter three times denser than the blower was designed for, ducts torn open by roof rats in the canyon-adjacent neighborhoods. Symptoms look like low refrigerant or a dying compressor. The evidence is a static pressure reading across the coil taken with a manometer, and the number of San Diego homes where nobody has ever taken one is remarkable. If your contractor does not own a manometer, they are guessing about the most common problem in the county.

    Two houses, ten miles apart, different systems

    Title 24 splits San Diego County between Climate Zone 7 on the coast and Climate Zone 10 inland, and the equipment those two zones need is genuinely different. A Bird Rock house wants a small, corrosion-resistant unit that runs three weeks a year. An Escondido or Lakeside house wants real capacity, correctly sized, running four months hard. Same county. Same contractor, sometimes, giving both of them the same recommendation.

    The practical consequence is that a repair-versus-replace conversation should sound different depending on your address. Coastal, an old but working system with a fixable leak is usually worth repairing, because the annual runtime is so low that efficiency gains take forever to pay back. Inland, where the thing runs from June to October, a fifteen-year-old unit with a bad compressor is a replacement conversation, and honestly so.

    The questions worth asking before you approve work

    Ask what the static pressure measured. Ask for superheat and subcooling numbers, written down. If the recommendation is a compressor or a coil, ask what the failure mode was, because a compressor that failed from a leak will fail again in a system where nobody found the leak.

    On the heating side there is one question that outranks the rest. If a technician tells you the heat exchanger is cracked, ask to see it on a borescope, or ask for the combustion analyzer reading. That diagnosis condemns a furnace and it is the single most abused call in the trade. A real one comes with evidence. If SDG&E has already red-tagged the unit, that is different and settled, and you should not relight it.

    Permits are worth a question too. A straight repair does not need one. Changing out equipment does, through San Diego Development Services or your city’s own building department if you are in Chula Vista, Carlsbad, Escondido or one of the other incorporated cities, and a change-out in California now pulls HERS verification on duct leakage and refrigerant charge. A contractor who says permits are optional is telling you something useful about how they work.

    Diagnostic fees run $75 to $150 in San Diego and are frequently credited toward the repair. Pay it. A hundred dollars spent identifying the actual fault is the cheapest money in this entire process, and refusing to pay a diagnostic is how people end up buying a $12,000 system to solve a $340 problem.

An attic air handler in a low-clearance Clairemont bungalow costs more in labor than a garage unit in a Carmel Valley house, for the same part, and any honest contractor will say so up front. One more thing on timing: refrigerant is in transition under the AIM Act, and systems built for R-410A are now being serviced alongside R-454B and R-32 equipment. If your system is old enough to use R-22, repairs get expensive fast and that genuinely does change the replacement math.
